In this scope <\/p>\n\n<p>&#8211; <strong>Bahrain<\/strong><\/p>\n\n<p>&#8211; <strong>United Arab Emirates<\/strong><\/p>\n\n<p>&#8211; <strong>Qatar<\/strong><\/p>\n\n<p>&#8211; <strong>Kuwait<\/strong><\/p>\n\n<p>&#8211; <strong>Oman<\/strong><\/p>\n\n<p>&#8211; <strong>Saudi Arabia<\/strong><\/p>\n\n<p>citizens <strong>will be able to apply for residency even in areas closed to residence permits<\/strong>.<\/p>\n\n<p>However, <strong>Iraqi nationals are not included<\/strong> in this exemption <strong>.<\/strong> Iraqi nationals will not be able to apply for residence in closed areas.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p><strong>Why was the New Application Introduced?<\/strong><\/p>\n\n<p>Especially in metropolitan cities such as Istanbul, Ankara, Izmir and Antalya, many regions <strong>were closed to residence permits<\/strong> due to the dense foreign population. This was causing serious problems for foreign investors and real estate owners. <\/p>\n\n<p>One of the biggest problems <strong>was the requirement of a residence permit for subscription transactions such as electricity, water and natural gas.<\/strong> The new regulation aims to enable citizens of Gulf countries and Saudi Arabia <strong>to easily open billing subscriptions in the regions where they invest<\/strong> and obtain a residence permit.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p><strong>2025 Current Areas Closed for Residence in 2025 (Istanbul)<\/strong><\/p>\n\n<p>Below are some districts and neighborhoods in Istanbul that are closed to residence as of 2025 by the Directorate of Migration Management:<\/p>\n\n<p>&#8211; <strong>Fatih district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>&#8211; <strong>Esenyurt district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>&#8211; <strong>Avcilar district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>&#8211; <strong>Kucukcekmece district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>&#8211; <strong>Ba\u015fak\u015fehir district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>&#8211; <strong>Sultangazi district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>&#8211; <strong>Ba\u011fc\u0131lar district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>&#8211; <strong>Zeytinburnu district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>&#8211; <strong>Bahcelievler district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>&#8211; <strong>Esenler district<\/strong> &#8211; All neighborhoods<\/p>\n\n<p>\u26a0\ufe0f This list is updated annually by the Migration Management Authority.
