The new regulation introduced by <strong>the Directorate of Migration Management<\/strong> in 2025, although publicly referred to as &#8220;amnesty for foreigners&#8221;, in fact only provides limited relief for <strong>foreigners working in domestic services<\/strong>.<\/p>\n\n\n\n<p>In this context, we will examine in detail <strong>the scope of<\/strong> the regulation, <strong>who can benefit from it<\/strong> and who is <strong>excluded from its scope<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-who-can-benefit-from-this-amnesty\"><strong>Who can benefit from this amnesty?<\/strong><\/h2>\n\n\n\n<p>The regulation is only intended for persons who meet certain conditions. Foreigners who meet the following conditions can benefit from this application: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Those <strong>who entered<\/strong> Turkey <strong>legally<\/strong>,<\/li>\n\n\n\n<li>Persons who are <strong>in residence violation<\/strong> after the end of their stay,<\/li>\n\n\n\n<li>Intend to apply for residence for the purpose of working in <strong>domestic services<\/strong> (childcare, elderly or patient care),<\/li>\n\n\n\n<li>Those with <strong>a passport valid for<\/strong> at least <strong>8 months<\/strong> at the time of application.<\/li>\n<\/ul>\n\n\n\n<p>???? Foreigners who meet these conditions can obtain a residence permit without paying an administrative fine.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>2024 and Earlier vs. 2025 Applications<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Foreigners who <strong>applied for residence or work permits in 2025 and were refused<\/strong> cannot benefit from the amnesty.<\/li>\n\n\n\n<li>However, foreigners whose applications were <strong>rejected in 2024 or earlier<\/strong> and who then remained in Turkey without status are eligible.<\/li>\n\n\n\n<li>Those who <strong>never applied for residence but overstayed their visa<\/strong> can also benefit.<\/li>\n\n\n\n<li>In practice, foreigners <strong>refused in 2024 who later became irregular\/undocumented<\/strong> may apply under this amnesty.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Fees Payable<\/strong><\/h2>\n\n\n\n<p>Foreigners applying under the amnesty must pay the following fees:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Residence application fee<\/strong>,<\/li>\n\n\n\n<li><strong>Single-entry visa fee<\/strong>,<\/li>\n\n\n\n<li><strong>Card fee<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>The determination of which nationalities are subject to a visa application fee or a visa fee, and the exact amounts, falls under the authority of the <strong>Ministry of Foreign Affairs<\/strong>, based on the principle of reciprocity.<\/p>\n\n\n\n<p>???? The following groups are not eligible: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Those who entered<\/strong> Turkey <strong>illegally<\/strong>,<\/li>\n\n\n\n<li>Persons <strong>who do not have a valid passport<\/strong> or whose passport is of insufficient duration,<\/li>\n\n\n\n<li>Foreigners intending to work for <strong>jobs other than domestic services<\/strong>.<\/li>\n\n\n\n<li>Foreigners who <strong>applied for residence or work permits in 2025 and received a refusal<\/strong>.<\/li>\n<\/ul>\n\n\n\n<p>????
