With the new decree published under the signature of President Recep Tayyip Erdo\u011fan<\/strong>, citizens of countries that are members of the Organization of Turkic States (OTS)<\/strong> can now be employed and engage in commercial activities in T\u00fcrkiye without requiring a work permit or citizenship<\/strong>.<\/p>\n\n

This regulation entered into force upon publication in the \n Official Gazette (No. 33043)<\/a>\n<\/strong> dated October 10, 2025. The decision gained its legal basis through an amendment to the Law No. 2527 on the Freedom of Practice of Professions and Arts in T\u00fcrkiye by Foreigners of Turkish Descent<\/strong>. <\/p>\n\n

Scope and Purpose of the New Regulation<\/strong><\/h2>\n\n

Under the published Presidential Decision No. 10476<\/strong>, citizens of Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan, and Uzbekistan may freely establish businesses or be employed in T\u00fcrkiye, excluding military and intelligence fields<\/strong>.<\/p>\n\n

These individuals may also register with professional chambers on equal terms with Turkish citizens<\/strong>, but will not have voting rights.<\/strong><\/p>\n\n

This step was taken immediately after the 12th Summit held in Gebele (Azerbaijan) by the Organization of Turkic States<\/strong>, and aims to strengthen economic and employment integration across the Turkic world. <\/p>\n\n

Legal Basis<\/strong><\/h2>\n\n

This regulation is based on Law No. 2527<\/strong> (Official Gazette published on 29\/9\/1981 \u2013 No. 17473) and the implementing regulation governing this law.<\/p>\n\n

The following significant changes have been added to the regulation by the new decree:<\/p>\n\n

Communities to be considered of Turkish descent will be determined by presidential decision.<\/p>\n<\/blockquote>\n\n

???? Article 3 \u2013 Conditions of Work<\/strong><\/h3>\n\n

For foreigners of Turkish descent to freely practice their professions and arts in T\u00fcrkiye:<\/p>\n\n

  1. A residence permit must be granted by the Ministry of Interior,<\/li>\n\n\n\n
  2. They must meet the specific statutory qualifications for the profession,<\/li>\n\n\n\n
  3. Recognition of diploma equivalency,<\/li>\n\n\n\n
  4. No security concerns,<\/li>\n\n\n\n
  5. Creation of population (civil registry) records,<\/li>\n\n\n\n
  6. Registration with the relevant professional body,<\/li>\n\n\n\n
  7. Acceptance of document equivalency,<\/li>\n\n\n\n
  8. Belonging to a community determined by presidential decision,<\/li>\n\n\n\n
  9. Being unable to practice the profession in their own country,<\/li>\n\n\n\n
  10. Possessing ethnic and cultural distinction is required.<\/li>\n<\/ol>\n\n

    The regulation entered into force as of October 10, 2025.<\/p>\n\n

    It is being implemented by President Erdo\u011fan<\/strong>.<\/p>\n\n

    Economic and Social Impacts<\/strong><\/h2>\n\n

    By facilitating labor mobility<\/strong> between T\u00fcrkiye and the Turkic world, this regulation strengthens both economic and cultural ties.<\/p>\n\n

    Granting citizens of Turkish descent the right to freelance work in T\u00fcrkiye will create new employment opportunities, particularly in the energy, construction, tourism, technology, and services sectors<\/strong>.<\/p>\n\n

    Observer States<\/strong><\/h4>\n\n

    Turkmenistan, Hungary, Turkish Republic of Northern Cyprus (TRNC)<\/p>\n\n
