Current Application Guide for Foreigners"},"content":{"rendered":"\n<p><strong>The National Electronic Notification System (UETS)<\/strong> is a legally valid electronic system through which official institutions transmit their notifications digitally. With this system operated by PTT, notifications <strong>are delivered in secure electronic environment<\/strong>instead of physical mail. <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>WHAT IS UETS?<\/strong><\/h3>\n\n<p>UETS is a legal system that enables notifications <strong>to be sent electronically<\/strong>within the scope of <strong>the Electronic Signature Law No. 5070<\/strong> and the <strong>Notification Law No. 7201<\/strong>.<\/p>\n\n<p>The notice <strong>is deemed served<\/strong> <strong>at the end of the 5th day<\/strong> after it arrives in your UETS account <strong>.<\/strong> This period runs even if you have not received and opened the notice.<\/p>\n\n<h3 class=\"wp-block-heading\"><strong>WHO MUST TAKE UETS?<\/strong><\/h3>\n\n<p><strong>Mandatory<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>All capital companies (Limited, Incorporated, etc.)<\/li>\n\n\n\n<li>Lawyers (registered with the bar association)<\/li>\n\n\n\n<li>Notaries<\/li>\n\n\n\n<li>Mediators<\/li>\n\n\n\n<li>Certified and independent public accountants<\/li>\n\n\n\n<li>Public institutions<\/li>\n\n\n\n<li>Courts, enforcement offices<\/li>\n<\/ul>\n\n<p><strong>Groups for which volunteer applications can be made:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Natural persons (citizens)<\/li>\n\n\n\n<li>Self-employed<\/li>\n\n\n\n<li>Foreigners with or without residence in Turkey (under certain conditions)<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>UETS APPLICATION REQUIREMENTS FOR FOREIGNERS<\/strong> <\/h3>\n\n<h4 class=\"wp-block-heading\"><strong>CAN FOREIGNERS BUY UETS?<\/strong><\/h4>\n\n<p><strong>Yes.<\/strong>  Foreign nationals can also get a UETS account. However, the application process depends <strong>on their residency status in Turkey.<\/strong> <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h4 class=\"wp-block-heading\"><strong>? For foreigners residing in Turkey:<\/strong><\/h4>\n\n<ul class=\"wp-block-list\">\n<li><strong>UETS application is not mandatory.<\/strong><\/li>\n\n\n\n<li>However, <strong>foreigners wishing to extend their residence permit<\/strong> <strong>must<\/strong> open a UETS account <strong>.<\/strong><\/li>\n\n\n\n<li>Ways to apply:\n<ul class=\"wp-block-list\">\n<li><strong>Application can be made via e-Government.<\/strong>\n<ul class=\"wp-block-list\">\n<li>Login with the foreign identification number (starting with 99).<\/li>\n\n\n\n<li><a href=\"https:\/\/www.turkiye.gov.tr\/ptt-uets\" target=\"_blank\" rel=\"noreferrer noopener\">e-Government UETS Application Link<\/a><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>If they <strong>have a valid e-signature<\/strong>, they can apply online via <a href=\"https:\/\/www.etebligat.gov.tr\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.etebligat.gov.tr<\/a>.<\/li>\n\n\n\n<li>Alternatively, you can apply in person <strong>at PTT branches<\/strong>.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h4 class=\"wp-block-heading\"><strong>? For foreigners who do NOT reside in Turkey:<\/strong><\/h4>\n\n<ul class=\"wp-block-list\">\n<li><strong>There is no<\/strong> obligation to receive UETS <strong>.<\/strong><\/li>\n\n\n\n<li>However, foreigners with e-signatures can apply on <strong>an optional basis<\/strong>.<\/li>\n\n\n\n<li>For Application:\n<ul class=\"wp-block-list\">\n<li>It is essential to have a valid <strong>e-signature<\/strong>.<\/li>\n\n\n\n<li>The application can only be submitted online via <a href=\"https:\/\/www.etebligat.gov.tr\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.etebligat.gov.tr<\/a>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Alternatively, applications can be made <strong>at PTT branches through their representatives<\/strong> in Turkey:\n<ul class=\"wp-block-list\">\n<li><strong>Power of attorney is required.<\/strong><\/li>\n\n\n\n<li>Required documents:\n<ul class=\"wp-block-list\">\n<li>Photocopy of passport or ID card<\/li>\n\n\n\n<li>Power of Attorney<\/li>\n\n\n\n<li>Identity of the representative person<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n<h4 class=\"wp-block-heading\"><strong>Non-Resident Foreigners in Turkey:<\/strong><\/h4>\n\n<ul class=\"wp-block-list\">\n<li>They are not obliged to apply to UETS.<\/li>\n\n\n\n<li>However, the application is <strong>optional<\/strong>.<\/li>\n\n\n\n<li><strong>They must have a valid e-Signature<\/strong> to apply.<\/li>\n\n\n\n<li>Foreigners with e-Signature can submit their applications online via <a href=\"https:\/\/www.etebligat.gov.tr\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.etebligat.gov.tr<\/a>.<\/li>\n<\/ul>\n\n<h4 class=\"wp-block-heading\"><strong>Foreigners with Residence in Turkey:<\/strong><\/h4>\n\n<ul class=\"wp-block-list\">\n<li>In general, there is no obligation to apply to the UETS.<\/li>\n\n\n\n<li>However, if they are <strong>applying for a residence permit extension<\/strong>, <strong>they must first create a UETS account.<\/strong><\/li>\n\n\n\n<li>In this case, there are two remedies:\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Application in person at PTT branches<\/strong><\/li>\n\n\n\n<li>Apply online at <a href=\"https:\/\/www.etebligat.gov.tr\/\" target=\"_blank\" rel=\"noreferrer noopener\">www.etebligat.gov.tr<\/a> <strong>with<\/strong> a valid <strong>e-Signature<\/strong> <\/li>\n<\/ol>\n<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>HOW TO APPLY?<\/strong><\/h3>\n\n<h4 class=\"wp-block-heading\"><strong>Natural Persons (Citizens):<\/strong><\/h4>\n\n<ul class=\"wp-block-list\">\n<li>Application can be made via e-Government:<a href=\"https:\/\/www.turkiye.gov.tr\/ptt-uets\" target=\"_blank\" rel=\"noreferrer noopener\">https:\/\/www.turkiye.gov.tr\/ptt-uets<\/a><\/li>\n<\/ul>\n\n<h4 class=\"wp-block-heading\"><strong>Legal Persons (Companies):<\/strong><\/h4>\n\n<ul class=\"wp-block-list\">\n<li>It is made from PTT branches.<\/li>\n\n\n\n<li>Required documents:\n<ul class=\"wp-block-list\">\n<li>Trade Registry Gazette<\/li>\n\n\n\n<li>Signature circular<\/li>\n\n\n\n<li>Identity of the authorized person<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n<h4 class=\"wp-block-heading\"><strong>Professionals<\/strong><\/h4>\n\n<ul class=\"wp-block-list\">\n<li>Lawyers, notaries, financial advisors can apply via e-Government or PTT.<\/li>\n<\/ul>\n\n<h4 class=\"wp-block-heading\"><strong>Foreigners<\/strong><\/h4>\n\n<ul class=\"wp-block-list\">\n<li>Those who have a place of residence can obtain their residence permit from PTT or with e-signature via <a href=\"https:\/\/www.etebligat.gov.tr\/\" target=\"_blank\" rel=\"noreferrer noopener\">etebligat.gov.tr<\/a><\/li>\n\n\n\n<li>Non-residents can only apply with e-signature and via <a href=\"https:\/\/www.etebligat.gov.tr\/\" target=\"_blank\" rel=\"noreferrer noopener\">etebligat.gov.tr<\/a>.<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h3 class=\"wp-block-heading\"><strong>?
