However, the process is not just about <strong>applying for<\/strong> a <strong>work permit<\/strong>; there are specific requirements such as diploma equivalence, Turkish proficiency and Ministry of Health approvals. <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>1) Legal Framework<\/strong><\/h2>\n\n<ul class=\"wp-block-list\">\n<li><strong><a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=6283&amp;MevzuatTur=1&amp;MevzuatTertip=3\" target=\"_blank\" rel=\"noreferrer noopener\">Nursing Law No. 6283<\/a><\/strong> Art.3 \u2192 In order to practice nursing in Turkey, it is essential to have a nursing diploma. Foreign nationals must also obtain diploma equivalence and permission. <\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuatmetin\/1.3.1219-20141119.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Law No. 1219 on the Practice of Medicine and Medical Sciences<\/a><\/strong> The provisions of the Law \u2192 Determines the limits of authority and practice of health professionals.<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=15909&amp;MevzuatTur=7&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noreferrer noopener\">Regulation on the Procedures and Principles of Foreign Health Professionals Working in Private Health Institutions in Turkey<\/a><\/strong> (OG: 22.02.2012 &#8211; 28212, amendments: 16.07.2013, 01.04.2017) \u2192 Nurses are included in the scope of this regulation.<\/li>\n<\/ul>\n\n<p><strong>Summary:<\/strong> Foreign nurses can work in private health care organizations when the relevant diploma equivalency procedures and Turkish proficiency requirements are completed.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>2) General Application Requirements<\/strong><\/h2>\n\n<p>The following conditions are required for foreign nurses to work in Turkey:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Diploma and equivalency certificate<\/strong>: Approval of equivalence of the nursing diploma abroad by Y\u00d6K or Ministry of Health.<\/li>\n\n\n\n<li><strong>Turkish proficiency<\/strong>: At <strong>least B level<\/strong> document according to the European Language Portfolio criteria in the exam conducted by T\u00d6MER. (It can be submitted within one year; otherwise the permission will be canceled.) <\/li>\n\n\n\n<li><strong>Work and residence permit<\/strong>: Must be obtained under the International Labor Law No. 6735.<\/li>\n\n\n\n<li><strong>There is no impediment to practicing the profession<\/strong>: Not being banned from practicing the profession in the home country.<\/li>\n\n\n\n<li><strong>Compulsory professional liability insurance<\/strong>: Required for health personnel.<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>3) Application Process<\/strong><\/h2>\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Preliminary preparation<\/strong> Application for diploma equivalence and taking the T\u00d6MER exam.<\/li>\n\n\n\n<li><strong>Employer application<\/strong>: A private health institution wishing to employ foreign nurses submits a file to the Provincial Directorate of Health.<\/li>\n\n\n\n<li><strong>Ministry of Health assessment<\/strong>: The file is reviewed by the Ministry within the scope of planning.<\/li>\n\n\n\n<li><strong>Work permit and staff work certificate<\/strong>: If the Ministry deems appropriate, the diploma is registered and a &#8220;personnel work certificate&#8221; is issued.<\/li>\n\n\n\n<li><strong>SSI notification<\/strong>: The employer notifies the nurse to the Social Security Institution and fulfills the insurance obligations.<\/li>\n<\/ol>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>4) Required Documents<\/strong><\/h2>\n\n<p><strong>Foreign nurse<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Passport photocopy<\/li>\n\n\n\n<li>Diploma and certificate of equivalence<\/li>\n\n\n\n<li>Turkish proficiency certificate (T\u00d6MER B level)<\/li>\n\n\n\n<li>Criminal record \/ document showing that there is no disability to practice the profession<\/li>\n\n\n\n<li>Service contract<\/li>\n<\/ul>\n\n<p><strong>Employer:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Application petition<\/li>\n\n\n\n<li>Trade registry gazette, tax certificate<\/li>\n\n\n\n<li>SSI workplace registration number and employee list<\/li>\n\n\n\n<li>Signature circular<\/li>\n\n\n\n<li>License of the relevant health institution<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>5) Frequently Asked Questions<\/strong><\/h2>\n\n<p><strong>Can a foreign nurse work in a public hospital?<\/strong><\/p>\n\n<p>\u2192 No. Legislation only allows for <strong>private health organizations<\/strong>. <\/p>\n\n<p><strong>Can a foreign nurse who does not speak Turkish start work immediately?<\/strong><\/p>\n\n<p>\u2192 Within 1 year from the application, T\u00d6MER can start provided that they submit a B certificate. If the document is not submitted, the permission is canceled. <\/p>\n\n<p><strong>Is the diploma recognition process difficult?<\/strong><\/p>\n\n<p>\u2192 The process can be long; the application must be complete.
