However, the process is not limited to the application for a work permit as in other professions. <strong>Higher Education Council (Y\u00d6K) equivalency certificate<\/strong>, <strong>prior authorization certificate<\/strong> and Ministry of National Education (MoNE) approval processes are mandatory for teachers.  <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>1) Legal Framework<\/strong><\/h2>\n\n<ul class=\"wp-block-list\">\n<li><strong><a href=\"https:\/\/mevzuat.gov.tr\/MevzuatMetin\/1.5.1739.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Basic Law No. 1739 on National Education<\/a><\/strong><\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=15970&amp;MevzuatTur=7&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noreferrer noopener\">Regulation on Private Education Institutions<\/a><\/strong><\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=6735&amp;MevzuatTur=1&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noreferrer noopener\">International Labor Law (Law No. 6735)<\/a><\/strong><\/li>\n\n\n\n<li>Relevant MoNE circulars and implementation principles<\/li>\n<\/ul>\n\n<p><strong>Summary<\/strong> Foreigners who will teach in Turkey must complete the recognition and prior authorization processes and then obtain a work permit.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>2) What is a Prior Authorization Certificate?<\/strong><\/h2>\n\n<p>Foreign teachers need <strong>a &#8220;prior authorization certificate&#8221; issued by the Ministry of National Education<\/strong> in order to start working. Without this document, foreign teachers cannot be employed in private schools or institutions. <\/p>\n\n<p>The applications received by the governorates are forwarded to the Ministry and a preliminary authorization certificate is issued to eligible candidates.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>3) Application Types and Requirements<\/strong><\/h2>\n\n<h3 class=\"wp-block-heading\"><strong>a) Administrator in Foreign Schools and International Institutions<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Bachelor&#8217;s degree + at least <strong>2 years of teaching experience<\/strong> (apostilled or consulate certified, with Turkish translation).<\/li>\n\n\n\n<li>School recognition certificate from Y\u00d6K.<\/li>\n\n\n\n<li>Passport photocopy.<\/li>\n\n\n\n<li>In some cases, Y\u00d6K equivalency certificate (an exception may be applied if there is a two-year teaching certificate).<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>b) Those to be Assigned as Teachers<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Bachelor&#8217;s degree + at least 2 years of teaching experience.<\/li>\n\n\n\n<li>Higher Education Council recognition certificate.<\/li>\n\n\n\n<li>Passport photocopy.<\/li>\n\n\n\n<li>Certificate of recognition (exception in some cases).<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>c) Expert Instructor<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Bachelor&#8217;s degree diploma (apostille + Turkish translation).<\/li>\n\n\n\n<li>Passport photocopy.<\/li>\n\n\n\n<li>Y\u00d6K recognition and equivalence certificate.<\/li>\n\n\n\n<li>If there is a 2-year teaching certificate, the equivalence requirement may not be required.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>\u00e7) Master Instructor (Sports\/Art Fields)<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Diploma or certificate in the relevant field.<\/li>\n\n\n\n<li>Secondary education diploma (accepted in sports and arts).<\/li>\n\n\n\n<li>Passport photocopy.<\/li>\n\n\n\n<li>Higher Education Council recognition certificate.<\/li>\n\n\n\n<li>Equivalency certificate if necessary (exemption can be applied if there is an official teaching certificate for 2 years).<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>4) Application Process<\/strong><\/h2>\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Preparation of documents<\/strong> \u2192 Diploma, equivalence, translations, apostille procedures.<\/li>\n\n\n\n<li><strong>Institution application<\/strong> \u2192 The private school\/institution submits the documents to the Provincial Directorate of National Education.<\/li>\n\n\n\n<li><strong>Governorate review<\/strong> \u2192 Files deemed appropriate are sent to the Ministry.<\/li>\n\n\n\n<li><strong>Pre-authorization document issued<\/strong> \u2192 within 5 working days by MoNE.<\/li>\n\n\n\n<li><strong>Apply for a work permit<\/strong> \u2192
