Main basis <strong><a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=6735&amp;MevzuatTur=1&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noreferrer noopener\">Law No. 6735 on International Labor Force<\/a><\/strong> and <strong><a href=\"https:\/\/www.mevzuat.gov.tr\/mevzuat?MevzuatNo=39337&amp;MevzuatTur=7&amp;MevzuatTertip=5\" target=\"_blank\" rel=\"noreferrer noopener\">Implementing Regulation<\/a><\/strong>is. <\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>Short reminder:<\/strong> The exemption <strong>replaces the residence permit<\/strong>, but <strong>the duration of the exemption<\/strong> <strong>does not<\/strong> count towards the duration of either <strong>the legal work permit<\/strong> or the <strong>residence permit<\/strong>. Re-apply for <strong>the same exemption<\/strong>;<\/p>\n<\/blockquote>\n\n<ul class=\"wp-block-list\">\n<li><strong>6 months<\/strong> for types Art.48\/1-<strong>(b)<\/strong> and <strong>(c)<\/strong> (3 months technical\/cross-border),<\/li>\n\n\n\n<li>other exemptions have a <strong>12-month<\/strong> waiting rule.<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>2) Exemption \u2260 Indefinite Freedom<\/strong><\/h2>\n\n<ul class=\"wp-block-list\">\n<li><strong>Scope and duration<\/strong> are written on your document. It can be issued part-time; in which sectors\/jobs\/occupations part-time work can be done is announced <strong>by the General Directorate<\/strong>. <\/li>\n\n\n\n<li>It is issued for <strong>at least 60 days less than the validity of the passport<\/strong>.<\/li>\n\n\n\n<li><strong>If<\/strong> your work <strong>will exceed<\/strong> the exemption period, a <strong>work permit<\/strong> is <strong>mandatory<\/strong>: <a href=\"https:\/\/mfylegal.av.tr\/en\/articles\/work-permit-application-requirements-and-required-documents-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">Work Permit<\/a>.<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>3) Application Procedures and Time Periods<\/strong><\/h2>\n\n<h3 class=\"wp-block-heading\"><strong>A) Domestic Application<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>It is done through e-Muafiyet (emuafiyet.csgb.gov.tr) within <strong>30 days of entry<\/strong> and without exceeding <strong>the visa\/visa exemption<\/strong>.<\/li>\n\n\n\n<li>If the evaluation is positive, <strong>an Exemption Certificate<\/strong> is issued.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>B) Application Abroad<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Application <strong>to the Turkish foreign representation<\/strong> in the country where the foreigner is a citizen\/legal resident \u2192 forwarded from the system to the Ministry \u2192 if deemed appropriate, <strong>an Exemption Certificate<\/strong> is issued.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>C) Foreign Affairs Channel (Special Cases)<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Diplomatic\/consular staff, affiliated cultural\/religious\/school institutions, etc. apply through <strong>the Ministry of Foreign Affairs<\/strong>. <\/li>\n<\/ul>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>You cannot have two applications at the same time.<\/strong>  A different application is not accepted when there is an existing exemption review.<\/p>\n<\/blockquote>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>4) Documents (Summary)<\/strong><\/h2>\n\n<ul class=\"wp-block-list\">\n<li><strong>Biometric photo<\/strong>, <strong>valid passport<\/strong> (or replacement document),<\/li>\n\n\n\n<li><strong>Training\/workplace information<\/strong> and documents to prove it,<\/li>\n\n\n\n<li>Evidentiary documents <strong>specific to the type of<\/strong> exemption (technical training contract, delivery\/installation documents, seasonal work forms, etc.).<\/li>\n\n\n\n<li><strong>Foreign Affairs favorable opinion<\/strong> process in diplomatic\/consular files.<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>5) Fee\/Fee and Document Submission<\/strong><\/h2>\n\n<ul class=\"wp-block-list\">\n<li>For exemptions <strong>up to 3 months<\/strong>, <strong>no fee is charged<\/strong> ( <strong>only<\/strong> the <strong>valuable paper<\/strong> fee if you want a document).<\/li>\n\n\n\n<li>For exemptions of <strong>3 months or more<\/strong>, <strong>fee + valuable paper<\/strong> is charged.<\/li>\n\n\n\n<li>Payment notification comes by <strong>registered e-mail<\/strong>; if not paid within <strong>30<\/strong> days, the application will be <strong>rejected<\/strong>.<\/li>\n\n\n\n<li>Payments are made through <strong>the Digital Tax Office<\/strong> (with reference number) or through <strong>contracted banks<\/strong>.<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>6) SSI and Notification Obligations<\/strong><\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Foreigners working with exemption and their employers fulfill their SSI obligations in accordance with <strong>Law No. 5510<\/strong> in accordance with <strong>the declared wage and type of work<\/strong>.<\/li>\n\n\n\n<li>Situations such as <strong>start\/end\/cancellation<\/strong> are notified to the Ministry within <strong>15 days<\/strong> (via the system).<\/li>\n\n\n\n<li>Exemptions of <strong>up to 3 months<\/strong> are <strong>exempt from the notification obligation<\/strong>.<\/li>\n\n\n\n<li>SSI details: <a href=\"https:\/\/mfylegal.av.tr\/en\/articles\/ssi-notification-and-work-permit-for-foreign-employees-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">SSI Notification of Foreigners<\/a>.<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>7) Rejection and Appeal<\/strong><\/h2>\n\n<p>Examples <strong>of reasons for refusal<\/strong>:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>False\/falsifying documents, <strong>violation of<\/strong> international labor policy,<\/li>\n\n\n\n<li>Application for professions <strong>reserved for Turks<\/strong>,<\/li>\n\n\n\n<li>Violation of <strong>time rules<\/strong> (30 days\/domestic, 6-12 month waiting period),<\/li>\n\n\n\n<li><strong>National security\/public order\/health<\/strong> hazard,<\/li>\n\n\n\n<li>Citizenship of <strong>an unrecognized country<\/strong> with the exception of foreign affairs,<\/li>\n\n\n\n<li>Exemption <strong>out of scope<\/strong> activity.<\/li>\n<\/ul>\n\n<p><strong>Appeal<\/strong> It is made <strong>through the system<\/strong> within <strong>30 days<\/strong> from the notification. In case of rejection, <strong>administrative judicial<\/strong> remedy is open. <\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>8) Family, Union and Entry-Exit<\/strong><\/h2>\n\n<ul class=\"wp-block-list\">\n<li>Exemption <strong>replaces residence<\/strong> and allows <strong>multiple entry and exit<\/strong>.<\/li>\n\n\n\n<li><strong>Family members<\/strong> do not <strong>directly qualify<\/strong> for the exemption; a <strong>residence<\/strong> application is also required.<\/li>\n\n\n\n<li><strong>Union membership<\/strong> is possible for exemption holders.<\/li>\n<\/ul>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\"><strong>9) Special Applications<\/strong><\/h2>\n\n<h3 class=\"wp-block-heading\"><strong>A) Seasonal Agriculture (Tea\/Nut) &#8211;
